Minutes of the Regular Board of Governors Meeting
April 12, 2025
The meeting was at the clubhouse, and Commodore Fred Overstreet called the meeting to order at 10:00. BOG members present were Fred Overstreet, David Mercer, Joel Leach, Evan Arter, Claude Phelps, Judy Allen, CJ Brummet, Brendan Jensen (via Go To Meeting), Rod Sipes, Arthur Stewart (via Go To Meeting), Colter Keathley (via Go To Meeting). David Elliott notified the BOG prior to the meeting he would be unable to attend the meeting due to attending a family funeral in Wichita.
March 8, 2025 meeting minutes were emailed to the BOG and approved through email.
Evan Arter, Treasurer recommended Secretary sign all the meeting minutes to insure accountability with banking institutions in terms of changeovers and handoffs.
Officer Reports
Vice Commodore, David Mercer:
- Repaired and cleaned ice machine in clubhouse
- Purchased plastic tubs for storing party supplies
- Discussion regarding pricing of a bag of ice, keep the price at $1
- David sent out a list of Workday Chores via email to the BOG for their feedback
Harbor Master, Joel Leach:
- Joel presented slip changes, slip assignments, and fees for specific situations; the roster will reflect the changes and Evan, Treasurer will invoice accordingly
Rear Commodore, David Elliott:
- The Annual Wine and Cheese Party was a big success, greater than 50 in attendance, including new members. Special thanks to Teresa Mercer for overseeing the event
- Spring Fling and Awards Banquet today, 4/12/25 to be held at Lee’s Resort. Special thanks to Mary Snook for overseeing this event. Special thanks to David Mercer for stepping in to present the awards in David Elliott’s absence.
- Regular Fun Flotillas will be on Saturdays except every fourth Saturday of the month will be the Peanut Regattas
- Social Committee is always accepting volunteers to assist with the activities and sponsor an event
Treasurer, Evan Arter:
- March Treasurer’s Report was provided to each BOG via email
- Club is now insured for $1M; $6,000 prorated additional premiums due
- Discuss increasing insurance coverage for the club upon next annual renewal
- Discussion regarding collection of outstanding membership invoices
- Guideline provided for new member fees to join: if prior to the 15th, full month fee due; after the 15th, hold as guest and join at the beginning of the next month
Fleet Master, Claude Phelps:
- Made repairs of fleet boats
- Colter and Claude agreed to create a video walk through for the fleet boats; the member checking out the fleet boat is to view the video, review boat checklist; completion required before checking out the fleet boat
Social Media Director, Colter Keathley:
- Overview of 3 phases to update our website
- Colter will negotiate a contract with Clint Baxter for technical web maintenance; Colter will maintain social media content
- Clint Baxter agreed to host website for us at no cost to the club
Joel made the motion that we accept Colter’s option of using Clint Baxter to navigate the technical maintenance of the website up to $150 per month; Evan 2nd; passed.
Secretary, Judy Allen:
- New Membership Packets previously included Welcome Letter, Invoice Receipt, By-Laws, Calendar of Events, GRDA Boating Laws and roster; Evan provides the invoice; Fred sends welcome email to new members which includes the By-Laws; all other information is available on our website; decals handed out by Fred
- License plates to be given to new members and available to all members at no charge
Old Business
- Discussion regarding completion of docks
New Business
- Evan made the motion we purchase an electric 2500–3000 psi pressure washer under $500 with the caveat Colter make an instructional video; and we get a member-at-large to manage the checkout; the person checking out the power washer agrees to watch the video; Joel 2nd; passed. CJ volunteered to manage the checkout process.
- Joel made the motion to allow Zsolt Gomory to join the club without having to pay another one thousand dollar initiation fee; he would also pay $140 inactive fees per year for the two years since he left the club, totaling $280; Rod 2nd; passed.
- Evan made the motion we accept the new member application for Steve and Pam Lyle; Joel 2nd; passed.
- Claude made the motion the club allows Terry Turner to use the Mast Station equipment at the cost of $300; a club member must be present when he uses the mast station; if he joins the club, the fee will go toward his membership cost; Joel 2nd; passed.

Addendum TO MARCH MINUTES:
- On 3/08/25 Commodore Overstreet presented the new member application for Adan and Jennifer Moore to the BOG via email; David Mercer was the first to vote yes; Colter Keathley voted 2nd; passed.
- On 3/09/25 Commodore Overstreet presented the new member application for Troy Calhoon and Kristi DeLapp; David Mercer was the first to vote yes; Joel Leach voted 2nd; passed.
- On 3/11/2025 Vic Rider submitted a request through Vice Commodore Mercer for a long term RV spot in the caretaker shed. Vic is offering to pay $10 per day and to have the agreement reviewed every 30 days. Vice Commodore Mercer in turn submitted the request on 3/12/2025 to the full Board by text message. A text conversation ensued and all applicable rules were brought forward and discussed including possible costs to the club for electric service, etc. The full conversation is available should it be needed.
On 3/13/2025 David Elliott made a motion to allow the request for exception; Stewart 2nd. Yea votes by Sipes, Allen, Keathley, Leach, Mercer, Brummett, Phelps. Not voting: Arter, Jensen. Final tally yea-9 nay-0 DNV-2. Motion carries and the exception is allowed. Recorded by Fred Overstreet on March 8, 2025.
- On 3/22/25 Joel made the motion to accept the new member application for Terry and Steve DeCoster; Judy 2nd; passed.
- On 4/04/25 Joel made the motion to accept the new member application for Ian and Bobbie Wolfe; Judy 2nd; passed.
