GRAND LAKE SAILING CLUB

Minutes of the Regular Board of Governors Meeting

February 14, 2026

The meeting was at the clubhouse, and Commodore Fred Overstreet called the meeting to order at 10:00 am. BOG members present were Fred Overstreet, David Mercer, David Elliott, Claude Phelps, Adan Moore, Terry Decoster, Kit Hines, Rod Sipes, Clint Baxter, and Mary Frear. Brendan Jensen, Vic Rider and Joel Leach were absent.

January minutes were emailed to the BOG, and approved through email.

David Elliot made motion to approve minutes, David Mercer 2nd

Officer Reports:

Vice Commodore, David Mercer:

  • Acknowledged Claude Phelps for leaf clean-up, snow removal, scrap metal pick-up and haul off and sale of scrap metal and copper wire.
  • Record Cleaning will continue to clean for $140.00 per visit, weekly cleaning to start the first week of April.
  • Leonard Lawn Care will continue with mowing and weeding every other week starting in April for $400 per mowing.
  • Halyard on the flagpole broke, rental for lift to replace is $175 for four hours or $225 for a full day. Replacement halyards for the state and club flags have been ordered.
  • Dock work is complete. Driveway repair and sealing needs to be investigated. Internet inquiries for pricing and estimated cost is $30,000 based on 6,000 square feet. Fred asked that bids be obtained since membership would need to approve.
  • Spring Work Day – April 18th.
  • Sailing Swap Meet/Parts Sale will be held on Saturday, May 9th at the club.

Harbor Master, Adan Moore:

  • Continue to work on the docks, checking the boards on one of the docks after the meeting. Also checking on the tie off cleats.
  • Checking on the number of open docks.

Rear Commodore, David Elliott:

  • David will not be available 2/18 – 3/11/26, Fred or David Mercer will be the contact during absence.
  • Has a movie projector and 12 foot screen available for the club to use for movies.
  • Would like the club to purchase a PA system looking at one that the club may already have in the oar house after the meeting if not will look at purchasing for the club.
  • Additional event – June 13th – Claude Phelps – Transatlantic Crossing presentation with Q & A.

Secretary, Kit Hines:

  • Updated roster to be available after 2/22/26
  • Third recording program – Fireflies today if not effective, will look at purchasing another subscription program for the secretary position.

Treasurer, Terry Decoster:

  • Treasurer Report provided
  • Mary Frear will be providing some assistance to the treasurer position for the next 90 days.

Social Media Director, Clint Baxter:

  • Will start tracking number of website visits monthly
  • Review of updates to the website – Reviewed both public and member website
  • Email addresses for BOG continue to be transitioned
  • Membership application now available on website and automatically emailed to Commodore
  • Discussed other social media sites, access and posting of information

Fleet Master, Claude Phelps:

  • Working on several projects
  • Reviewed sale of scrap metal and copper wiring

Old Business

David Elliot made the motion to approve another month of the Vic Rider Agreement, Rod. 2nd, all approved.

Discussion of expelled member request – request is for two weeks to sand and complete bottom paint. All board members had the opportunity to discuss options. David Elliot made the motion – The expelled member be given two weeks to work on boat with the addition of days for extenuating weather to be added, Clint 2nd, all approved.

New Business

Fred reported that the Tulsa Boat Show was a success, it was a great networking experience and one potential member. Contact was made with Captain Craig Walker who is a certified ASA instructor and is willing to be an instructor for the club. In order for this to be completed, the club must become an ASA affiliate club. All board members had opportunities to ask questions. Clint made a motion for Fred to submit paperwork to become an ASA affiliate club, Kit 2nd, all approved.

Jackson County Missouri Sailing Club will be visiting the club on Friday, 3/20/26 and going sailing on some of our members boats on Saturday and Sunday. David E. will line up captains for the guests. The guests will be cooking dinner for the captains on Saturday night.

Fred reported that the Grand Lake Boat Show will be held in Jay 3/6, 3/7 and 3/8. Clint made a motion that we participate in the Grand Lake Boat Show, David M. 2nd, all approved.

A/R and Honorary Members postponed to next month.

Fred mentioned that Patsy would like to donate their Pontoon Boat to the club in Kurt’s name. Kit made a motion to accept the donation of the Pontoon Boat, Terry 2nd, all approved.

Clint gave an update on the Junior Fleet Program, the committee met and a poll was sent to membership. There were only 21 responses so another poll will be sent to membership on a separate email.

Fred mentioned that there are three members that are behind in payments and are not responding to email or telephone calls. Clint made a motion for the Commodore to proceed with the next steps, Terry 2nd, all approved.

David Mercer made a motion to accept Terry Hines resignation from Kit Hines’ membership and accept his individual regular membership, Adan 2nd, all approved – Kit Hines abstained from the vote.

David M. made the motion to adjourn the meeting, Clint 2nd, all approved.
